With over 30 years of construction management and property claims estimating experience, Charles English has committed to put his wealth of experience and in-depth knowledge to work as a trusted partner and claims consultant to insurance carriers and their policyholders. Charles was responsible for assembling a dedicated team of experts with more than 50 years of combined experience providing construction estimating, project management, large loss property loss consulting, building code analysis and UAV services to the insurance industry and companies in both the public and private sector.
Charles is a Certified Florida Residential Contractor and holds Xactimate Level 2 Certification, as well as IICRC Water Restoration Technician & Fire Smoke Restoration Certification, Tile Roofing Industry-Florida High Wind Manual Certification Program and OSHA 30 Certified 19 CFR 1926. His extensive estimating experience includes writing comprehensive property damage estimates for losses of all sizes associated with wind, hail, fire, freeze, hurricane and CAT claims. His expertise also includes roof inspections, CAT storm deployment, claim cost analysis, building code analysis, project monitoring, Louisiana Licensed Appraiser and more. David Garvey is based in Maryland and brings over 40 years of residential and light commercial construction management and experience to USA Building Consulting and holds both a contractor's license, and home inspector's license in Delaware and Maryland.
